Training under Income Restoration Plan
Income restoration plan (IRP) proposed for the project aims at developing income of the project affected households (PAHs) to pre-project levels or better, and is an important part of rehabilitating PAHs. PAHs will have the opportunity to choose from a variety of options designed to leverage their current activities and skills. Extensive engagement is being undertaken to make sure that all PAPs are well informed about the available options and are given adequate opportunity to participate.

A resettlement action plan (RAP) with indigenous people plan (IPP) has been developed for the project to assess the impacts of the project and develop mitigation measures to assist the project affected persons (PAPs) in getting compensation, R&R assistance along with other measures to improve their socio-economic standards and livelihood capacity. Social Initiatives
Under the Income Restoration Programme, NHSRCL in association with Rustomjee Academy for Global Careers Private Ltd. Virar/Vasai-Palghar is providing three months Assistant Electrician training to the youths of the project affected villages of Palghar district. The training commenced from 4th April 2024 will benefit around 19 youths from the district.
This training programme is also aligned with National Skill Development Corporation (NSDC). The training aims to support young individuals by offering them valuable skills and career prospects, while also inspiring them to explore entrepreneurship opportunities.
Upon completion of this program, the participants will be able to:
- Assist electricians in various electrical tasks including installation, repair and maintenance
- Fix temporary low-voltage electrical connections at construction sites
- Proficiently select and utilize hand tools, power tools, and electrical devices pertinent to construction electrical projects
- Assemble, install, and manage temporary low-voltage electrical panels (distribution boards) at construction sites
- Establish permanent electrical connections in residential and commercial buildings ensuring safety and compliance
NHSRCL has organized a stitching & tailoring training programme for women of project affected households (PAHs) of Chaklasi Village, Nadiad-Kheda District, Gujarat under its Income Restoration Plan. The objective of this programme was to generate employment opportunities and supplement family incomes of the local women.
The 30 days training programme (March 24 to April 28, 2021) was conducted in collaboration with Rural Self Employment Training Institute (R-SET Institute), Anand comprising of a batch of 32 women (one from each affected family) from Chaklasi and Bhumel village. The women were also encouraged to form self-help groups (Sakhi Mandal Sangathan) to further enhance their skills and become entrepreneurs.
The first group at Bhumel village, “BHUMI MAHILA SAKHI MANDAL” comprising of 10 women was formed under Mukhyamantri Mahila Utkarsh Yojana, Gujarat with the help of Taluka Panchyat Office, Nadiad to provide an interest-free loan for up to rupees one lakh.
The 2nd group at Chaklasi village with 12 women, “Maha Laxmi Mahila SAKHI MANDAL” formed under Deendayal Antyodaya Yojana-NULM Yojana, Gujarat with the help of Nagar Panchyat Office, Chaklasi was aimed at providing shelters equipped with essential services to rural population and improving their quality of life.
To improve the skill set and to create opportunities for income generation for the families of the project affected people of Mumbai –Ahmedabad High Speed Rail Corridor project, NHSRCL is organising various types of skill development training programmes under Income Restoration Programme.
The first batch of 14 candidates from the villages of Thane district, completed their class room training in Hotel Management and will now pursue their six month long ‘On the job Training’ in a reputed Hotel in Andheri, Mumbai. During the class room training, the participants have acquired the skills in: Food production, Food and beverage service, House-keeping, Communication and Front office.
The training programme was conducted by the Council of Education & Development Programmes Pvt Ltd, a government recognised institute in Thane, Maharashtra.
While digitally interacting with the participants, the Managing Director, NHSRCL, Shri Achal Khare said “ India is a young country and our youth must work towards acquiring skills so that they can become Atmanirbhar and also contribute in the nation building. NHSRCL is committed to provide skill development trainings in various disciplines and help young minds to improve their employment opportunities.”
The skill development training has been provided to more than 239 participants in various skills like Computer Hardware and Networking, Computer Accounting, Welding & Fabrication, Mobile Repairing, Electrical works, Office Automation etc, so far.
Presently, NHSRCL is facilitating free of cost training required for construction related activities like Bar bending, Construction electrical works, Plumbing, Plastering etc in Gujarat and Maharashtra states.
Under the Income Restoration Plan of NHSRCL, 22 women (18 from Boriyavi village and 4 from Samarkha village) from the project affected families are pursuing their training in sewing & stitching tailoring course (21 Dec 2020 to 27 Jan 2021) at Anand district, Gujarat. These training programs are conducted in collaboration with RSETI (Rural Self Employment Training Institute). It is a step in the direction of becoming #Aatmanirbhar and a better life for these women.
After completion of the training, NHSRCL has plans to hand hold these women by providing them with the support in terms of buying a sewing machine for them and setting up a co-operative group (Sakhi Mandal) wherein they can help each other and develop a sustainable livelihood for themselves and their family.

National High Speed Rail Corporation Limited (NHSRCL) in association with Rural Development and Self Employment Training Institute (RUDSET) { http://www.rudsetitraining.org} is working towards income restoration/generation activities for project affected persons/families. NHSRCL’s land acquisition process in not limited to payment of compensation, R&R assistance etc; but also includes skill development, training enhancement for income restoration and development of livelihood restoration and income generation opportunities for the project affected persons.
Under this programme, a Computer Hardware and Networking Programme for prospective youths have been started at RUDSET institute, Nadiad on 26.06.19, 28 youths are getting benefitted from 45-day skill development training programme. After training, the participants will be helped to create livelihood on their own.
A number of similar training programmes including mobile repairing, beauty parlour, bike repairing etc. are planned to be carried out in various villages along the MAHSR Corridor. After the training, RUDSET ensures that trained youth develop their own enterprises. Since RUDSET is sponsored by two banks, they also help them in getting loans. Handholding done for at least two years till the candidate gets established.
Under the Income Restoration Programme, NHSRCL in association with RUDSET Institute, Nadiad provided two wheeler repairing training to the youths from the project affected villages from Anand and Kheda districts. Total 10 youths from villages of Anand and Kheda district successfully completed 30 days training programme.
NHSRCL distributed two wheeler repair tool kits to all the candidates on successfully completing the training.
National High Speed Rail Corporation Limited (NHSRCL) in association with Arcadis and Dev Foundation is providing skill training under the Income Restoration Program in Bharuch district to help Project affected people (PAPs), to restore their livelihoods. NHSRCL’s land acquisition process is not only limited to compensation, R&R assistance etc, but also includes skill development initiatives through which income can be generated by PAPs for the livelihood.
Under this programme, a Computer Hardware and Networking Programme for prospective youths was organised at Fath Calvary School, Nandelav Chaukadi, Bharuch. Total 24 youths were benefitted from this 60 days training programme.

Under its CSR initiative, NHSRCL is organizing free eye check-up camps including cataract surgeries in Thane and Palghar district villages of Maharashtra state in collaboration with Sri Chaitanya Seva Trust.
Around 22 villages of Thane district and 71 villages of Palghar district are targeted under the initiative. The estimated number of villager beneficiaries in Thane and Palghar district are 350 and 1000 nos. respectively.
The camp also includes various support benefits like travel to hospital, food and accommodation, medicines, surgery and follow up check-ups in next 30 days (post operation).
An initiative by NHSRCL, for providing medical facility to Dahanu-Talasari Talukas of Palghar District
In an initiative to uplift the health facilities in the tribal areas of Dahanu and Talasari in Palghar district, National High Speed Rail Corporation Ltd. (NHSRCL), the implementing agency of the Mumbai Ahmedabad Bullet train, donated a fully equipped modern ambulance, on the occasion of Independence Day 2019. The ambulance was handed over to Civil Surgeon, Palghar at the hands of Dr. Kailas Shinde, District collector, Palghar in presence of Hon’ble M.P Rajendra Gavit and Hon’ble guardian minister of Palghar district Shri. Ravindra Chavan.
The ambulance which was donated to Rural Health Unit Palghar, was earlier received by NHSRCL in its primary condition. It was then customised and upgraded with modern medical equipment. A dispensary on its own, the ambulance will have special machinery for cardiac emergencies. Along with this, the ambulance is equipped with emergency medical trolley, folding stretcher, foldable wheelchair, portable stretcher, oxygen cylinder, blood pressure monitor, IV stand, blood storage compartment, spine board stretcher, air-conditioner, patient bed support, endotracheal tube, resuscitation kit, wash basin, doctor revolving chair, LED bulb, spot lights and more. Due to presence of these facilities, basic treatment of the patient can be started while on the way to the hospital itself.
Expressing satisfaction about the ambulance-donation, District Collector, Dr. Kailas Shinde, said, “The fully equipped modern ambulance will be highly beneficial in bringing relief to the patients in rural areas. This initiative will strengthen our efforts made at the administrative level”.
The residents from the tribal areas of Dahanu-Talasari will highly benefit from this initiative. The primary objective of NHSRCL is to bring overall development in Palghar district, through which India’s first bullet train will pass. In coming days skill development programme will be undertaken to ensure that the youth in tribal areas gets more opportunities of employment.
NHSRCL officials from Palghar, Vasai, Dahanu and Mumbai along with Government officials were present at this event.
As a part of the company's CSR initiative, Shri Roop Narayan Sunkar, Managing Director/NHSRCL handed over food distribution vans to Akshaya Patra Foundation. These vans will be used to serve mid-day meals to government schools in Ahmedabad and Vadodara
In a move towards promoting hygiene and women’s well-being under the Corporate Social Responsibility (CSR) initiatives ,three sanitary napkin manufacturing units are setup in Surat, Navsari and Bharuch district in Gujarat with a combined capacity of 75000 packets of sanitary napkins per year from each unit. NHSRCL through this initiative aims to foster health awareness, and ensure a brighter, healthier future for the community.
Under the project “PRAGATI” implemented by Shakti Foundation Trust (a registered NGO), three such units are established in an effort to promote women’s health, education, and economic empowerment. These groups are engaged in the production of cost-effective sanitary napkins, addressing both the affordability and accessibility challenges that many women face in rural areas. The cost of procuring machinery and raw material are borne by NHSRCL.
For the next three years, around 5000 packets from each unit per month will be distributed free of cost to government school girl students and tribal/rural women in the villages.
